Mt Pleasant Mine Life Extension Application
MACH Energy has applied for Modification 8 (MOD 8) to extend operations at the Mount Pleasant coal mine in Muswellbrook, NSW, seeking to extend the mine's life by six years to December 2032 and increase the approved extraction rate from 10.5 to 12.5 million tonnes per annum (Mtpa).
Current Operations
The Mount Pleasant mine has been operating since 2018 under original consent granted in 1999. The existing approval expires December 22, 2026. The mine directly supports over 400 workers and stimulates significant secondary employment through suppliers, contractors, transport services, and local retail in the Upper Hunter region.
MOD 8 Proposal
- Life extension: Current approval to December 2026 extended to December 2032
- Extraction rate increase: From 10.5 Mtpa to 12.5 Mtpa
- High Court appeal: MACH Energy is simultaneously challenging a NSW Court of Appeal ruling that overturned approval of the larger Optimisation Project (which would have extended operations to 2048 at 21 Mtpa)
Regulatory Context
The case raises significant legal questions about climate change impacts in mining project assessments. The NSW Court of Appeal had ruled that the Independent Planning Commission (IPC) failed to consider environmental impacts in relation to greenhouse gas emissions from exported coal — specifically Scope 3 emissions, which represent 98% of the mine's total emissions and an estimated 0.065% of global anthropogenic emissions annually.
Economic Significance
Mt Pleasant produces high-quality thermal coal for NSW export markets through the Port Waratah Coal Services supply chain. Coal exports remain a major contributor to NSW royalties, regional employment, and state revenue. The continuation of operations ensures these contributions remain stable during the state's staged energy transition.
Environmental Management
The mine operates under stringent NSW environmental regulation including ongoing monitoring of dust, noise, surface water, rehabilitation commitments, and progressive land restoration. MACH Energy's forward programs include controlled water release, upgraded water management infrastructure, planned rehabilitation, and dust and noise minimization during drilling operations.
