Major Iron Ore Expansion Targets 16.5 Mtpa High-Grade Pellet Feed
CSN Mineração is accelerating capital expenditure on its Itabirito P15 project at the Casa de Pedra mine complex in Congonhas, Minas Gerais. The expansion capex is expected to more than double in 2026 as construction progresses on the new 16.5 Mtpa high-grade pellet feed plant, with operations targeted for Q4 2027.
Investment and Scale
- Total investment: R$8 billion (approximately US$1.4 billion) for the P15 plant
- Capacity: 15 million tonnes per year of pellet feed with 67.5% Fe grade, up from 38% raw ore
- Disbursements: Over R$2.2 billion already invested, with approximately R$6 billion remaining
- Plant footprint: Over 862,000 square metres — equivalent to 86 football fields
- Employment: More than 4,000 direct construction jobs and 1,500 operational positions
Technology and Sustainability
The P15 project will convert low-grade itabirite ore (currently stockpiled at 250 million tonnes) into high-value pellet feed through advanced beneficiation technologies. The process includes water recirculation systems and dry tailings disposal, significantly reducing environmental impacts and supporting the decarbonisation of the steel value chain. The project is the centrepiece of CSN Mineração's broader R$13.2 billion investment plan through 2030.
Production Growth Trajectory
For 2026, CSN Mineração targets production of 47 million tonnes, including third-party ore purchases. Production is projected to reach 53 Mt in 2027 and 68 Mt by 2028 as P15 comes online. Chairman Benjamin Steinbruch expressed optimism for 2026, citing improving demand, cost control, and increased production capacity. The company is also advancing the expansion of the Port of Itaguaí to increase iron ore shipping capacity from 42 Mtpa to 60 Mtpa by 2030.
